§ 6-27. Limitation on aggregate number of licenses.

  • Should there be a sufficient number of current licenses to meet the needs and desires of the inhabitants of the city, no new licenses shall issue. In determining the needs and desires of the inhabitants, the standard of review shall be that the market is virtually unrestrained as defined in Young vs. American Mini Theaters. Inc. , 427 U.S. 50, 70-71, 96 S.Ct. 2440, 49 L.Ed.2d 310 (1976).
