§ 62-30. Disposal sites.

(a)

All refuse accumulating in the city shall be deposited at disposal sites operated in accordance with state laws and with rules and regulations of the state department of natural resources, and at no other place.

(b)

No person shall establish or operate any new disposal facility without first submitting plans and specifications to the city and receiving written approval of the disposal site, the methods of disposal, the adequacy of equipment, supervision, and other pertinent matters.
