§ 78-83. Loading, unloading and no parking zones.

  • (a)

    No vehicle shall back into any parking space in town except for the purpose of unloading.

    (b)

    The following designated zones for loading and unloading of freight or passengers or both, and for no parking are established in the manner provided in this section:

    (1)

    Standard freight loading zones, which shall be identified by a red boundary stripe and appropriately marked by signs. The parking, standing or stopping of vehicles in these zones for periods specified on the signs is prohibited, except as follows: The parking, standing or stopping of clearly marked and identified commercial vehicles shall be permitted in these zones for the purpose of expeditiously loading and unloading their cargoes; provided, however, that in no event shall the continuous parking, stopping or standing of the vehicles in these zones exceed a period of one hour.

    (2)

    Passenger loading zones, which shall be identified by a yellow stripe and appropriately marked by signs. The parking, standing or stopping of vehicles in these zones is prohibited, except for the purpose of expeditiously loading and unloading passengers and baggage, and in no event shall any vehicle be left in the zone unattended by a driver.

    (3)

    No-parking zones shall be identified by a yellow curbline or appropriate signs or both. The parking, standing or stopping of any vehicle in these zones identified only by yellow curblines is prohibited, except that a taxicab licensed by the city may stop in these zones for a period not to exceed three minutes for the sole purpose of taking on or discharging a passenger, provided that the cab motor continues operating and the driver is in close proximity to the cab and if requested by any police or fire officer to move the cab, the taxicab driver promptly does so. The parking, standing or stopping of any vehicle in these zones identified by appropriate signs shall be prohibited only during the hours specified on appropriate signs.

    (c)

    The street superintendent shall, from time to time, establish the zones designated and described in this article upon the city streets as traffic conditions may require and order the erection of the proper signs and markings or the painting of boundary stripes and curblines.
