Industrial waste, large animals over 30 pounds, or waste from construction, demolition,
landscaping, or processing operations will not be collected, transported, or disposed
of by public facilities; but such waste collection, transportation, and disposal shall
be by the owners and/or generators of such waste or animals or special arrangements.
