§ 2-108. Qualifications and appointment.

The city manager shall be appointed by and serve at the pleasure of the city council. Such person shall be selected solely on the basis of his executive and administrative qualifications with special reference to his knowledge of an actual experience in municipal management. The city manager need not be a resident or the city or the state at the time of appointment.
