All licensees shall require and properly check identification to ensure an underage
person is not sold, served, or has in his possession alcoholic beverages while in
a licensed establishment. The term "identification" in this section shall mean any
document issued by a governmental agency containing a description of the person, or
the person's photograph, and giving the person's date of birth, and including, but
without being limited to, a passport, military ID card, driver's license, or state
department public safety ID card. Proper identification shall not include a birth
certificate.
